India's nilgai, the bluebull, the country's largest antelope, is legally protected wildlife and a crop-raiding menace at the same time. In Uttar Pradesh, Bihar, and Haryana, farmers are losing harvests to herds that can number in the hundreds. The data on agricultural damage is stark, and the policy response has satisfied almost nobody.

What the Nilgai Actually Is

Boselaphus tragocamelus, the nilgai, is the largest antelope on the Asian continent, with adult males standing up to 1.5 metres at the shoulder and weighing as much as 300 kilograms. The name means "blue cow" in Hindi, and that etymology matters: the animal's bovine appearance gave it a degree of cultural protection in Hindu-majority regions long before any wildlife legislation existed. It is not a cow, not even close taxonomically, but the resemblance was enough to make culling politically complicated for centuries.
Nilgai are built for Indian agricultural terrain. They can run at 48 kilometres per hour, clear fences that would stop most livestock, and survive on a diet that ranges from grass and wheat to sugarcane, mustard, and vegetables. A 2019 study published in the journal Oryx found that nilgai were responsible for crop depredation events across 60 to 80 percent of villages surveyed in western Uttar Pradesh. The animals are not selective feeders, they damage what is available, which in the Indo-Gangetic plain means some of the most productive farmland in the country.

The Scale of Agricultural Damage

The numbers from state agriculture departments are difficult to ignore. Uttar Pradesh alone has reported nilgai populations in the hundreds of thousands, concentrated in districts like Agra, Mathura, Etawah, and Mainpuri. Bihar's Animal Husbandry Department estimated losses from wildlife crop raids, nilgai being the primary species, at several hundred crore rupees annually across the state's northern and central districts.
Wheat and mustard crops in the rabi season bear the worst of it. Nilgai feed most actively at dawn and dusk, which means damage accumulates overnight before farmers can intervene. Small and marginal farmers, who hold the majority of agricultural land in affected districts, have no resources for the kind of barrier fencing that larger operations can afford. The Wildlife Institute of India has documented that a single herd of 20 to 30 nilgai can strip a one-hectare wheat field in a single night.
The problem is not uniform across India. In Rajasthan, particularly around the Bishnoi community's villages, nilgai populations are dense but tolerated, the Bishnoi have protected wildlife, including blackbuck and nilgai, as a religious practice for centuries. The conflict is sharpest where agricultural pressure is highest and where that cultural buffer does not exist.

The Legal and Policy Tangle

The nilgai is listed under Schedule III of the Wildlife Protection Act, 1972. That classification gives it legal protection, but it also allows state governments to declare it a "vermin" species under Section 62 of the same Act, a designation that permits culling within specified districts for a defined period.

Bihar was the first state to invoke this provision for nilgai, doing so in 2016. Uttar Pradesh followed. The culling orders were controversial immediately. Wildlife conservationists argued that population-level data was thin, that culling without a census was guesswork, and that the animals being killed were sometimes misidentified. Farmers argued the orders did not go far enough and that the bureaucratic process for obtaining a culling permit was so slow that the crop season was over before permission arrived.
The central government's position has been that non-lethal deterrents should be tried first: solar-powered fencing schemes, community watch programs, and compensation mechanisms under state disaster relief funds. The compensation route has its own failure mode. Farmers must document damage, file claims, and wait for verification, a process that can take months and often pays out less than the actual loss.

What Has and Has Not Worked

Solar fencing has shown results in pilot programs in Haryana's Kurukshetra and Ambala districts, where the agriculture department subsidised installation for groups of farmers who pooled adjacent fields. The barrier works because nilgai, unlike wild boar, are deterred by a mild electric shock and do not dig under fences. The problem is cost and coordination: individual smallholders cannot afford it, and getting twenty farmers to agree on a shared boundary is its own challenge.

Translocation, capturing nilgai and moving them to forest areas, has been attempted in Maharashtra and parts of Madhya Pradesh. The results are mixed. Nilgai are territorial enough that translocated animals often return, and forest departments in receiving areas have pushed back on accepting animals that then compete with existing wildlife for food.
Community-based deterrence, where villages post rotating watches during the rabi season, has reduced damage in some Rajasthan districts. It works where there is social cohesion and where the watch is consistent. Where it lapses, the animals return within days.

The one approach that has not been seriously tried at scale is habitat-based management: creating buffer zones of unpalatable vegetation between forest edges and farmland, so nilgai have a food source that does not require entering cultivated fields. Forest departments acknowledge this in policy documents. On the ground, the land required for buffer zones is contested, and no state has allocated it.

The Conservation Arithmetic

India's nilgai population is not endangered. The IUCN lists the species as Least Concern, with a stable or increasing population trend. That fact cuts both ways in the policy debate. Conservationists use it to argue that the species can absorb some pressure from conflict management. Farmers use it to argue that protection for a non-threatened animal at the cost of their livelihoods is a policy failure.
The harder question is what the nilgai's expansion into agricultural land actually represents. The species is a grassland and scrub-forest animal. Its movement into farms is partly a function of habitat loss, as scrubland is converted to agriculture, the nilgai follows the food. Culling addresses the symptom. The animal's population density at the farm boundary is an indicator of what has happened to the habitat behind it.
The conflict will not resolve through culling alone, and it will not resolve through protection alone. Every state that has tried one without the other is still filing the same damage reports it filed a decade ago.
