The Nilgiri Biosphere Reserve, spanning Tamil Nadu, Karnataka, and Kerala, holds an estimated 6,000 to 8,000 Asian elephants, the single largest population of the species anywhere on earth. That number sounds like a conservation success. The reality is more complicated. Asian elephants (Elephas maximus) are not territorial in the way tigers or leopards are. They are landscape animals. A single adult bull can range across 600 to 1,000 square kilometres in a season. Herds follow centuries-old routes between water sources, salt licks, and seasonal grazing grounds. Remove the route, and you don't just inconvenience the herd, you cut off gene flow between sub-populations, accelerate inbreeding, and push animals into human settlements where conflict, and death, follow.
The biological stakes are specific: a 2017 study published in PLOS ONE found that isolated elephant populations with restricted gene flow show measurably reduced reproductive fitness within three generations. In the Nilgiri context, that's not a distant projection.
What a Corridor Actually Is, and What Is Destroying Them
A wildlife corridor is not a fenced lane. It is a stretch of connected habitat, forest, scrub, or even degraded land, wide enough and undisturbed enough that elephants will actually use it. The Wildlife Trust of India has identified 88 elephant corridors across India. Of those, the Nilgiri cluster contains some of the most critical, connecting the Western Ghats forests to the Eastern Ghats and linking the Anamalai, Mudumalai, Nagarhole, Bandipur, and BR Hills ecosystems into what ecologists call the Nilgiri-Eastern Ghats Elephant Reserve.
The Sigur Plateau corridor in Tamil Nadu is one of the most documented cases of blockage. Once a functional wildlife passage, it now runs through a dense cluster of resorts, tea and coffee estates, and highway infrastructure. The Gudalur-Pandalur road cuts directly through it. Elephants still attempt to cross, which is why this stretch sees some of the highest rates of human-elephant conflict in South India. The Moyar river corridor, connecting Mudumalai to Bandipur, faces similar pressure from illegal quarrying and encroachment along its banks.
Who Is Blocking the Path
The blockages are not a single villain. They are a layered problem with several actors.
Private plantation owners, tea, coffee, and eucalyptus estates, hold land that sits directly inside or adjacent to corridor zones. Many of these estates predate the Wildlife Protection Act of 1972. Legal compulsion to maintain passage is contested, and compensation for voluntary land-use change has historically been slow and insufficient.
Infrastructure is the second major force. The four-laning of NH-67 between Mettupalayam and Ooty cuts through elephant movement zones. The proposed rail expansion in the Nilgiris has drawn opposition from wildlife biologists specifically because the alignment intersects active corridors. The Supreme Court's 2011 order restricting night traffic on the Bandipur highway was a rare legal win for corridor integrity, but enforcement has been inconsistent, and pressure to lift the restriction resurfaces regularly from tourism and transport lobbies.
State forest departments are not uniformly obstructive, but inter-state coordination is a persistent failure. An elephant crossing from Mudumalai in Tamil Nadu into Bandipur in Karnataka crosses a jurisdictional boundary. Conservation decisions made in Chennai do not automatically align with those made in Bengaluru. The result is corridor segments that are protected on one side and unprotected on the other.
The Human-Elephant Conflict That Follows Fragmentation
When corridors close, elephants don't stop moving. They reroute through villages, fields, and roads. Project Elephant, launched by the Government of India in 1992, tracks human-elephant conflict data across states. Tamil Nadu, Karnataka, and Kerala together account for a disproportionate share of annual conflict deaths, both human and elephant. In recent years, Tamil Nadu alone has recorded over 30 human deaths annually from elephant conflict, with crop damage running into crores across the Nilgiri foothills.
The communities absorbing this conflict are almost always agricultural households at the forest edge, small-scale farmers in Gudalur, Sathyamangalam, and HD Kote whose paddy, banana, and sugarcane fields sit in the path of animals that have nowhere else to go. Compensation schemes exist but are notoriously slow. A farmer whose crop is destroyed in October may wait until the following financial year for payment. The anger that builds from that gap is not irrational, and it makes community buy-in for corridor conservation harder to sustain.
What Functional Corridors Actually Require
Securing a corridor is not simply a matter of declaring it protected. The Anamalai-Parambikulam corridor, which links the Anamalai Tiger Reserve in Tamil Nadu to the Parambikulam Tiger Reserve in Kerala, offers a partial model. Joint management between two state forest departments, combined with voluntary land acquisition from private estates and the removal of electric fences that blocked elephant movement, has kept this passage partially functional. It required sustained political will across two state governments simultaneously, which is precisely why it is the exception rather than the rule.
The Elephant Corridors report by the Wildlife Trust of India, published in two editions and updated with field surveys, identifies legal status, land ownership, width, and disturbance level for each of the 88 national corridors. For the Nilgiri cluster, the report consistently flags private land encroachment and road infrastructure as the primary threats, not poaching, not disease. The path is being closed by development decisions, each of which individually appears reasonable and each of which collectively makes the reserve an island.
The irony is structural: the Nilgiri Biosphere Reserve was designated a UNESCO World Biosphere Reserve in 2000 partly because of the integrity of its elephant population. That population's integrity depends on movement. Movement depends on corridors. And corridors depend on land-use decisions being made by people who will never see an elephant cross the land in question.
Every blocked passage converts what was a connected forest system into a series of enclosures. Elephants in enclosures don't go extinct immediately, they degrade slowly, generation by generation, as the gene pool narrows and the conflict at the edges intensifies. The Nilgiri numbers look impressive on paper precisely because the damage is still early enough to reverse. That window is not permanent.
