The Indian pangolin is the most trafficked mammal on the planet, not despite its biology, but because of it. Its scales, its silence, and its solitary habits have made it easy to catch and impossible to breed in captivity. Here is what is driving the poaching crisis and where conservation is finally gaining ground.

The Animal That Curls Into a Ball and Cannot Run

The Indian pangolin's primary defence is to roll into a tight armoured ball. Against a leopard, this works. Against a poacher with a sack, it is a gift. The animal does not bite, does not flee at speed, and emits no alarm call. A single person can pick one up with bare hands. This is not incidental to the trafficking crisis, it is the biological root of it.
Manis crassicaudata, the Indian pangolin, is one of eight pangolin species worldwide and one of four found in Asia. It is nocturnal, solitary, and covered in overlapping keratin scales that make up roughly 20 percent of its body weight. A fully grown adult can weigh up to 16 kilograms. It feeds almost exclusively on ants and termites, consuming up to 70 million insects per year, which makes it one of the most effective natural pest controllers in the Indian subcontinent's dry forests and grasslands.
It also reproduces slowly. Females give birth to a single pup per year. That biological ceiling means populations cannot recover quickly once they are depleted, a fact that poachers have exploited for decades without facing any meaningful population resistance from the species itself.

What the Numbers Actually Show

TRAFFIC, the wildlife trade monitoring network, documented over one million pangolin seizures globally between 2000 and 2019. India consistently appears among the top source countries. The Wildlife Crime Control Bureau, which operates under India's Ministry of Environment, Forest and Climate Change, has recorded pangolin seizures in Odisha, Jharkhand, West Bengal, Andhra Pradesh, and the northeastern states, a geographic spread that signals a supply chain, not isolated incidents.
The UN Office on Drugs and Crime identified pangolins as the most trafficked wild mammal in the world in its 2020 World Wildlife Crime Report. The Indian pangolin and the Chinese pangolin together account for the bulk of Asian trafficking volumes. Scales are the primary commodity. A single pangolin yields roughly 400 to 500 grams of scales. In international black markets, scales have been valued at anywhere from $3,000 to $7,000 per kilogram, prices that dwarf the annual income of the forest-edge communities where most poaching originates.

Why the Demand Has Not Collapsed

The primary driver of pangolin trafficking is demand from traditional Chinese medicine markets, where scales are used to treat conditions ranging from skin disorders to lactation problems. There is no peer-reviewed clinical evidence supporting these uses. The scales are made of keratin, the same protein as human fingernails, and have no pharmacologically active compound that would produce the claimed effects. The 2020 revision of China's pharmacopoeia removed pangolin scales from its official list of approved ingredients, which was a significant policy shift, but enforcement of demand reduction remains inconsistent.

A secondary driver is bushmeat consumption in parts of Central and West Africa, which affects African pangolin species but feeds the same global trafficking networks that move Asian pangolins. Poaching in India feeds primarily into Southeast Asian transit routes, Myanmar, Vietnam, and China, with scales often disguised in shipments of dried fish or timber.
What makes the Indian market additionally complicated is local consumption. Pangolin meat and scales are used in some tribal medicinal traditions within India itself. This is a smaller volume than export trafficking, but it complicates enforcement because it involves communities with legitimate grievances about forest access and economic marginalisation.

What India's Legal Framework Covers, and Where It Falls Short

The Indian pangolin has been listed under Schedule I of the Wildlife Protection Act, 1972, since the act's inception, the highest level of protection available under Indian law, the same category as tigers and elephants. Penalties for poaching or trading include imprisonment of up to seven years and substantial fines.

The legal protection is real. The enforcement gap is also real. Forest departments in high-poaching states are chronically understaffed relative to the terrain they cover. Odisha's forests, for instance, span over 58,000 square kilometres. A pangolin seizure typically happens at a transit point, a highway checkpoint, a railway station, not at the point of capture. That means the poacher at the source is rarely identified, and the supply chain remains intact after each arrest.
TRAFFIC India has worked with state forest departments to train frontline staff in pangolin identification and evidence collection. The Wildlife Institute of India has conducted population surveys in Rajasthan, Madhya Pradesh, and the Western Ghats to establish baseline data, because credible population estimates are a prerequisite for any serious recovery plan. Those surveys are ongoing.

Where Conservation Is Actually Moving

The most concrete shift in recent years has been the inclusion of all eight pangolin species in CITES Appendix I in 2016, which banned international commercial trade entirely. India supported the uplisting. The ban did not eliminate smuggling, but it removed any legal cover for large-scale trade and made seizures at ports of entry more actionable under international law.

Community-based monitoring programmes in Odisha and Jharkhand have begun paying local informants for tip-offs on poaching activity, a model borrowed from tiger conservation that has shown measurable results in reducing snare density in pilot areas. The logic is straightforward: the people who know where pangolins are also know who is catching them.
Captive breeding remains an unresolved problem. No facility in the world has successfully bred pangolins in captivity at scale. They are extraordinarily stress-sensitive, refuse to eat standard diets in enclosures, and die within months of capture in most rescue situations. This means there is no captive population to fall back on. Every wild pangolin lost to trafficking is simply gone.
The animal that rolls into a ball when threatened has no defence against a market that values the ball itself. The schedule I listing, the CITES ban, the community informant networks, each addresses one part of the chain. The part that remains hardest to reach is the demand that makes the chain profitable in the first place, and that is a problem no forest department in India can solve alone.
