Terraforming Mars Raises Hard Ethics Questions: Do Humans Have the Right to Change a Planet?
The planet we want to fix
Mars is not broken. Its average surface temperature sits around minus 60 degrees Celsius. Its atmosphere is 95 percent carbon dioxide, thin enough that standing on its surface without a suit would kill you in minutes. Dust storms swallow the entire planet for months. By every human measure, it is hostile. And yet the desire to change it, to warm it, thicken its air, coax liquid water back to its ancient riverbeds, has moved from science fiction into serious scientific and commercial planning.
SpaceX has named Mars settlement as a central mission. NASA's long-range human exploration roadmap includes Mars as its destination. ISRO's Mangalyaan mission, which placed India in orbit around Mars in 2014 on its very first attempt, was a landmark in planetary science, and part of a global turn of attention toward the red planet that makes the ethics of what we do there increasingly urgent. The ambition is no longer theoretical. The question of whether we should act on it is.
What terraforming actually means
Terraforming Mars would mean changing its atmosphere, temperature, and surface conditions over centuries, possibly millennia, until they approach something a human being could survive without a suit. Proposals include releasing greenhouse gases to trap heat, redirecting asteroids rich in ammonia to thicken the atmosphere, and using genetically engineered organisms to begin producing oxygen. Carl Sagan first raised the idea seriously in a 1973 paper in the journal Icarus, where he suggested that vaporising Mars's polar ice caps could begin the process.
The timescales involved are staggering. Conservative estimates put a partially breathable Martian atmosphere at several hundred years away. Full terraforming, if achievable at all, would take thousands. This is not a project any living person would finish. It is a decision made by one generation and carried out by dozens of generations who never voted on it, a fact that sits uncomfortably at the centre of the ethics debate.
The extraterrestrial life problem
The most serious ethical objection to terraforming Mars is also the most concrete: we do not know whether Mars is already alive.
The question of extraterrestrial life on Mars is not settled. The Curiosity rover found organic molecules in Martian rock in 2018. The Perseverance rover, which landed in Jezero Crater in 2021, has been drilling for biosignatures. The debate over the 1996 meteorite ALH84001, in which NASA scientists claimed to have found fossilised microbial structures, was never definitively resolved. Subsurface liquid water, confirmed by radar data from the Mars Express spacecraft in 2018, raises the possibility of microbial life existing below the surface right now.
If life exists on Mars, even microbial, even ancient, even barely metabolising in some deep brine, then terraforming is not renovation. It is extinction. We would be destroying the only other living system we have ever found, to make room for ourselves. The planetary protection protocols currently maintained by the Committee on Space Research exist precisely because scientists take this possibility seriously. Sterilising spacecraft before launch is expensive and difficult. It is done because contaminating Mars with Earth biology, or destroying Martian biology through planetary-scale intervention, is considered a real risk worth preventing.
The ethics of terraforming cannot be separated from this uncertainty. We are debating what to do with a world we do not yet fully understand.
Does a planet have rights?
This is where the conversation becomes genuinely uncomfortable, because Western scientific tradition has no framework for planetary rights. A planet is not a person. It cannot suffer. It cannot speak. The legal and moral systems most space-faring nations operate under extend rights to humans, and in some jurisdictions to animals, but not to geological bodies.
And yet the instinct that something would be wrong about erasing Mars as it is, even if it holds no life, has serious philosophical backing. The environmental ethics tradition, developed by thinkers like Holmes Rolston III, argues that wild nature has intrinsic value independent of its usefulness to humans. A mountain is not valuable because we can ski on it. An ocean is not valuable because we can fish it. Applied to Mars, this argument holds that a planet shaped by four billion years of its own geological and possibly biological history has a kind of integrity that we do not have the automatic right to override.
This is not a mystical claim. It is a philosophical one, and it deserves to be taken seriously alongside the engineering. India's own philosophical traditions, particularly the concept of dharma as right relationship with the world, not merely right action for humans, offer a different lens. The question is not only what we can do, but what we owe to what exists before we arrive.
Who decides, and for whom
The governance problem of terraforming is as serious as the ethical one. The Outer Space Treaty of 1967, signed by most spacefaring nations including India, holds that outer space is the province of all humankind. No nation can claim sovereignty over Mars. But the treaty was written before private companies became serious actors in space. SpaceX is not a signatory to anything. Elon Musk has said explicitly that he does not consider existing international space law binding on his company's ambitions.
A decision to begin terraforming Mars, a decision that would alter a planet permanently, for all future humans and potentially all future life, would be made by a small group of engineers, executives, and government agencies, mostly in the United States. The rest of humanity, including the 1.4 billion people in India who have as much claim on the province of humankind as anyone, would have no formal vote. ISRO scientists who have studied Mars, who understand its geology and atmosphere as well as anyone alive, would have no seat at the table where the decision gets made.
The colonization of other planets risks reproducing the exact power asymmetries that colonization on Earth produced. The people with the rockets decide. Everyone else inherits the consequences.
The question of terraforming Mars is not ultimately about engineering. It is about who we become when we leave. Every choice we make about another planet is a statement about what we believe we owe to the unknown, and to each other. The ethics we carry to Mars will be the ethics we already have, or fail to have, here.
