Cabin Baggage Rules on Budget Airlines in India: The Fees and Penalty Breakdown

Every budget airline in India publishes a cabin baggage allowance, but that number changes depending on which fare class you booked. IndiGo's base Saver fare allows 7 kg of cabin baggage. Buy up to a Flexi fare and that rises to 10 kg. SpiceJet's SpiceSaver fare caps cabin bags at 7 kg, while its SpiceFlexi tier allows the same 10 kg. Air India Express runs a similar split. The number you see on the booking confirmation is the floor, not a fixed rule, and most travellers read it once and forget it.
Dimensions matter as much as weight. IndiGo enforces a 55 cm x 35 cm x 25 cm limit. SpiceJet uses 55 cm x 35 cm x 23 cm. A bag that fits overhead on one carrier can be pulled at the gate on another. Hard-shell trolleys that expand slightly when packed are the most common offender. The gauge frame at the boarding gate does not lie, and the ground staff are not empowered to make exceptions.
The fees for oversized or overweight cabin bags are not collected at check-in. They are collected at the boarding gate, after the queue, after security, with no time to repack or redistribute weight between travelling companions. IndiGo charges Rs 500 per kg for cabin baggage excess at the gate, capped at Rs 3,000 for the first 5 kg over. Beyond that, the bag moves to the hold and attracts checked baggage rates. SpiceJet's gate penalty runs to Rs 750 per kg. On a 3 kg overage, that is Rs 2,250 collected in under two minutes with no receipt dispute possible.
The penalty structure is designed around the gate, not the counter, because airlines know travellers will not repack at the door. Buying extra cabin baggage allowance online before departure costs a fraction of the gate rate. IndiGo's pre-purchased add-on for an extra 3 kg of cabin allowance runs between Rs 200 and Rs 400 depending on the route. The same excess at the gate costs Rs 1,500.

If you are travelling with more than 7 kg of cabin luggage, the arithmetic almost always favours buying a checked baggage allowance rather than trying to manage the overage at the gate. IndiGo's 15 kg checked baggage add-on purchased at booking typically costs Rs 600-Rs 1,200 on domestic routes. SpiceJet's equivalent runs Rs 500-Rs 900. Both carriers offer a 20 kg option for heavier packers. The price rises steeply the closer you get to departure: the same 15 kg add-on bought within 24 hours of the flight can cost double the booking-time rate.
The exception is short-haul travel with a single soft bag that genuinely fits within the dimensions. For a Delhi-to-Jaipur or Mumbai-to-Pune hop, a 7 kg soft duffel is manageable. The calculation changes on a Chennai-to-Kolkata sector with a four-night bag.

Budget carriers in India allow one cabin bag plus one personal item. The personal item is defined as a laptop bag, handbag, or small backpack that fits under the seat in front. IndiGo does not publish a weight limit for the personal item but enforces the under-seat dimension rule. SpiceJet caps the personal item at 45 cm x 35 cm x 20 cm.
The common mistake: treating a second trolley bag as a personal item. Ground staff at busy airports, Chhatrapati Shivaji Maharaj International in Mumbai, Kempegowda International in Bengaluru, are trained to spot this at the boarding door. A laptop bag stuffed with clothes is still a laptop bag by dimension, but a small wheeled cabin bag presented as a personal item will be weighed and measured. The penalty applies.

Duty-free purchases made airside are exempt from cabin baggage limits on most carriers, provided they are in the sealed carrier bag. This exemption does not extend to airport retail purchases made before security.
