Most Indian airlines accept pets in the cabin or cargo hold, if you have the right certificate, the right crate, and a booking made well before departure. Railways are cheaper but stricter about species. Whether you're flying Mumbai to Delhi or catching the Rajdhani with a Labrador, the rules are specific, the windows are narrow, and getting it wrong means your pet travels alone.

What the Airlines Actually Allow

IndiGo does not allow pets in the cabin. Air India does, but only on select routes and only for cats and dogs under 7 kg combined weight with the carrier. Akasa Air permits in-cabin pets on domestic sectors with advance notice. Vistara, now merged into Air India, had the most straightforward in-cabin policy while it operated, that framework is now absorbed into Air India's rules, so verify directly before booking.

For cargo travel, most full-service carriers accept pets as checked baggage or manifest cargo. The crate must be IATA-compliant: hard-sided, well-ventilated on at least three sides, large enough for the animal to stand, turn, and lie down without touching the walls. Airline staff will measure. A crate that passes at home sometimes fails at check-in if the dimensions are borderline.

Book the pet slot when you book your ticket, not after. Most airlines cap the number of animals per flight. On popular routes, Delhi to Bengaluru, Mumbai to Chennai, those slots fill fast.

The Paperwork You Cannot Skip

A health certificate from a registered veterinarian is non-negotiable for both air and rail travel. For flights, most airlines require it issued within 10 days of travel. The certificate must confirm the animal is fit to fly, vaccinated against rabies, and free from infectious disease. Carry the original, not a photocopy.

For international travel out of India, you will also need an export permit from the Animal Quarantine and Certification Service under the Ministry of Agriculture. The destination country sets its own import rules on top of that, the UK, Australia, and Singapore each have quarantine requirements that can run weeks. Domestic travel does not require the quarantine permit, but the health certificate still applies.

Vaccination records matter. Rabies vaccination is mandatory. For dogs, distemper and parvovirus records are commonly checked. Keep a folder with the original vaccination booklet, the health certificate, and any breed-specific paperwork. For breeds classified as potentially dangerous, Rottweilers, Pit Bull Terriers, Mastiffs, some airlines impose additional restrictions or refuse carriage entirely.

Indian Railways: The Cheaper but Narrower Option

Indian Railways allows pets in the brake van or luggage van, not in passenger coaches. Dogs are the primary species the railway accepts. Cats are technically permitted but the process is handled the same way as dogs, through the luggage booking counter, not the passenger booking window.

You pay a flat fee based on the animal's weight. A dog under 10 kg costs roughly the same as booking a small parcel on the same route. The animal travels in the brake van, attended by the guard. You cannot sit with your pet. On long routes, Mumbai to Kolkata, Delhi to Chennai, this means your dog is in a separate car for 24 to 36 hours. Some guards are attentive; others are not. Factor that into the decision.

The health certificate is required here too. Carry it to the luggage counter when you book the pet ticket separately from your own. Booking opens at the same time as passenger reservations for that train. Miss the window and the brake van slot may be gone.

Exotic pets, birds, reptiles, rabbits, face a harder road on Indian Railways. The railway's rules focus on dogs. For other species, the station master has discretion, and that discretion varies by station and by officer. Calling ahead to the chief goods supervisor at the originating station is the practical move, not assuming the rule applies uniformly.

Routes That Work and Routes That Don't

Short-haul flights under two hours are the most manageable for pets traveling in cargo. The animal spends less time in the hold, temperature control is more predictable, and the risk of missed connections is zero on a direct sector. Delhi to Jaipur, Mumbai to Goa, Bengaluru to Hyderabad, these are the routes where cargo pet travel is least stressful for the animal.

Long-haul domestic flights, Delhi to Guwahati, Mumbai to Port Blair, involve longer hold times and sometimes a technical halt. If your pet is a brachycephalic breed (Pugs, Bulldogs, Shih Tzus, French Bulldogs), many airlines will not accept them in cargo at all, regardless of route. The flat-faced anatomy raises the risk of respiratory distress in pressurised holds. Air India's policy explicitly lists restricted breeds. Check the list before you assume your dog qualifies.

On the rail side, overnight trains with a brake van on routes under 12 hours are the practical sweet spot. The Shatabdi class trains do not always carry brake vans configured for animals. Rajdhani trains do, but booking fills quickly. Call the reservation office directly and confirm brake van availability before purchasing your own ticket.

One route category to avoid: trains requiring a change at a junction station. Transferring a pet between trains at a busy junction, Itarsi, Nagpur, Vijayawada, adds handling risk and paperwork complexity that the system is not designed to manage smoothly.

What to Do the Day Before and the Day Of

Fast your pet for four to six hours before travel. A full stomach and motion in a crate is a predictable problem. Water is different, keep the animal hydrated until an hour before departure, and attach a small water dispenser to the inside of the crate door for cargo travel.

Line the crate floor with an absorbent pad and a worn piece of your clothing. The familiar scent reduces anxiety measurably in dogs; studies on canine stress markers in novel environments consistently show that olfactory familiarity lowers cortisol response. A chew toy or a Kong stuffed with frozen peanut butter can occupy a dog for the first 30 to 40 minutes in a hold.

Arrive at the airport at least three hours early if your pet is traveling in cargo. The check-in process for animals runs through a separate counter at most airports, and the documentation check takes longer than a standard bag drop. At railway stations, go to the luggage booking office, not the main booking counter, and allow 45 minutes before the train's departure.

Do not sedate your pet without a veterinarian's explicit instruction and dosage. Sedation at altitude or in a pressurised hold can suppress respiration. If your vet recommends a mild anxiolytic, get the dose confirmed in writing and note it on the health certificate.

The paperwork, the crate dimensions, and the route choice are all solvable in advance. The one variable that catches most pet owners off guard is time, the time it takes at counters, the time the animal spends in transit, and the time needed to book the slot before someone else does.
